Mr. Messer was present when Tsang On Wing made this report and neither he nor Mr. Black understood that Tsang was suggesting that the number of cheques issued in the books had been short. The impression gathered was merely that Tsang had under estimated by 60 cheques the number which would be required to complete the year. This being a matter of but slight importance Tsang was told to retain the book

of 400 cheques.

It seems quite probale that there was a misunderstanding

on this matter.

The points which influenced the reasury Solicitor's decision that Tsang ought to be released are dealt with in

extenso in the attached copy of a minute which he addressed to the Captain Superintendent of Police on the 7th February.

After the release of Tsang On Wing and Cheung Man Kun Mr. Dovey devoted his attention to examinations of the sign- atures on the cheques. The accompanying report shows the

result of his examination and the conclusions to which he

has come.

The position at which we appear to have arrived is that while it is clear that the names of the payees and the amounts for which the cheques are drawn are in handwriting forged to represent that of Mr. Tsang On Wing, the signatures of Mr. Messer and of Mr. Black may either be genuine or be forgeries of an extraordinarily high standard of perfection.

On the 8th February the Treasury Solicitor interviewed Mr. Grayburn of the Hong ong and Shanghai Banking Corporation and informed him of the result of Mr. Dovey's examination of the handwriting in the bodies of the cheques and that there were certain points with regard to the signatures of Mr. Messer and Mr.Black which gave rise to the suspicion that they might prove to be forgeries.

As the Bank had retained Prefessor Shellshear as an expert, the Treasury Solicitor informed Mr. Grayburn that if
